Spain's mixed EU signals
BBC NEWS | The 47-year-old Socialist toasts Spain's vote to back a charter for the European Union as a chance to bring social change and "enhance world peace".
For the party faithful in the smoke-filled Socialist headquarters and the 76% who said "Si", Europe's first poll on the treaty was sweet.
But only 42% voted, in what El Pais newspaper says was the lowest turnout in a national poll since Spain“s return to democracy, nearly 30 years ago.
Pundits say Sunday's silence suggests far more than apathy.

Hail Sovereignty
TCS: Tech Central Station - | "The word 'sovereignty' is a twisted one, and so is the general understanding of it. It made its first appearance in medieval Latin in late 13th century as 'supremitas'. Its original form in classical Latin was 'suprema potestas' -- supreme power. This power was exercised by the prince -- sovereign, or, as the medieval Latin would put it, the superanus. "
